If your toilet is from the early 90's chances are it is a 3.5GPF (gallons per flush) model. 1.6GPF toilets were introduced in the 1990's and got a bad rap because they were poor flushers, but that is not the case now. Later generations of water-saving toilets have resolved these issues and they perform as well or better than the convention, less efficient models. The graph below shows how switching to a higher efficiency toilet can save thousand of gallons of water per year.
The LOTT Clean Water Alliance is encouraging residents of Lacey, Olympia and Tumwater upgrade their toilets by offering a $100 rebate when a qualifying high-efficiency toilet is installed. To be eligible for the rebate, the toilet must be put in a home or business that receives sewer service from either Olympia, Tumwater, or Lacey. LOTT has a list of the qualifying toilet on their site, which you can find here.
